Access to clean water and proper sanitation is a basic human right in South Africa, yet delivering and maintaining these services requires sustainable funding. Municipalities face the challenge of ensuring affordability for households, many of whom live in poverty, while generating sufficient revenue to maintain and expand infrastructure.
